Panel 1: Harry Lee explains why he plans on rewarding Michael for doing the very least that a human being should do; according to him, Michael displayed great courage by returning the scarf he was dared to steal.
Panel 2: Not only did he display courage, he also has honesty and sound moral judgment attributed to him.
Panel 3: Lawrence marvels at this because he thought that Mike was just nuts or something.
Summary: The only thing nuts around here is his being praised to the skies for doing something that's almost right after the fact; that and his being friends with a seven year old who plays the victimless crime card.
