In today's strip, Elly is mildly baffled by Mrs Walsh's admission that the Valley Voice doesn't have many subscribers; this bafflement is so strong, she doesn't make the mental connection between Walsh not having money coming in and not having money to pay her.

(Strip Number 4221, Original Publication Date, 13 September 1982)

Panel 1: Now that she's found the Valley Voice's office, Elly smiles as Mrs Walsh greets her, tells her to come in an explains that the paper needs all the help it can get.

Panel 2: Elly says 'Good' in response before asking Mrs Walsh what she needs most.

Panel 3: The one-word answer 'Readers' confuses and mildly depresses Elly.

Summary: It doesn't surprise me; that's because it looks to me that we're looking at the first year or so of the paper's operation. It seems to me that whoever runs it now looks back at the early years when they couldn't actually afford to pay people no matter how much they'd have liked to because there just wasn't enough money coming in; said proprietor also remembers one really dim and whiny woman who just couldn't wrap her head around that and the ugly teal-and-lavender farce of a wedding that she staged and that they had to cover three years ago.
