Panel 1: Mike leans his head out of his and yells that he's done cleaning his room.
Panel 2: Elly points out that he's not done; that's because he's stuffed all his toys are in his underwear drawer and he's put all his clothes under his bed.
Panel 3: His telling her he did that so he'll know where everything is is greeted by a goggle-eyed frown of martyrdom.
Summary: This is because she's incapable of seeing things from his perspective; to him, what she calls an underwear drawer is clearly more suited as a toy box and it's sort of impossible for him to reach the bar in the closet without killing himself so the bed makes a handy storage space. You can't get her to see that; what you will get is notes that decry his need to add to her burdens.
