Panel 1: We're in the after-action report phase of Phil's dinner with a whack-job; we find him telling Elly that he cannot believe that despite all the horror stories Connie's told him about Ted, she's still going out with the man.
Panel 2: Instead of being a man and realizing that he's simply being used to make Connie's Twoo Wuv jealous, he thunders about how it's game playing and how much he hates that. The idiot even points his finger in the air like a freaking loonie-toon when he gets to the part about how he refuses to play games. As he does so, the phone rings.
Panel 3: Elly tells him that Connie's on the phone.
Panel 4: Phil's response is to tell her that he's not there.
Summary: If you were to ask him "Isn't what you just did playing games with people", you'd get a passive-aggressive snarl that not only refused to concede the point, it would also question your sanity, intellect and good-will. That's because we're not dealing with a normal person who'd realized that he was dealing with the sort of woman Ed Robertson and Steve Page (hint: they're Ted) were singing about in BNL's One Week (It'll still be two weeks till we say 'We're sorry'), we're dealing with an entitled twit who thinks the Sun shines out of his ass.
