Panel 1: We start off with Elly brushing out Farley while an excited Mike says "Uncle Phil's gonna move in with us? Wow!"
Panel 2: As she cleans the brush, she cautions Mike that it'll only be for as long as it takes for him to find an apartment; given that the 'short time' lasted six months, we're starting to see why the Housening didn't bother her much.
Panel 3: The next idiot Elly stupidly let freeload because she didn't have the brains to not be inconvenienced expresses his delight that a cool grown-up will arrive by saying the out-dated slang phrases "Far out, man! I can dig it! Outta sight!"
Panel 4: Instead of the appropriate response of "Shaggy phoned and he wants his dialogue back", a visibly saddened Elly tells Mike to save that until Phil gets there.
Summary: Elly has long valued appearances over substance; it doesn't matter what people feel but how she thinks they make her look. This is why she always had a bug up her arse about how the kids spoke. It never seemed to occur to her that there are worse things than slang because that would require her to care about what the strangers that happen to live in her house want or need.
