I wish; it's Elly yelling because Farley doesn't think like a human being.
Panel 1: Mike, who's reading a funny book, says "That was a nice funeral, Mom." Elly, who's drying dishes, says "Yes, it was."
Panel 2: Mike, who's walking on his knees, says that Frank the fish had a good life, croaked and was buried. As Eyeless Elly puts the dishes away, she says they did the right thing.
Panel 3: As she looks out the window to where he was improperly buried, she says that they treated him with the dignity and respect he deserved.
Panel 4: My use of the adverb "improperly" comes into play right now because Elly has unhinged her jaw in reaction to something she just noticed.
Panel 5: What she just, of course, noticed is Farley digging up Frank's grave. He has no idea why the human is running towards him and bellowing angrily.
Summary: That's because he's a dog and doesn't understand that they don't want him to eat the remains. It's as stupid to expect him to know that one dead fish is special as it is to bury him in a manner that's not dog-proof.
