It's the beginning of an arc about back to school shopping. The freakishly long heads and fact that Elly and Annie are being drawn as if they're standing six feet away from Lynn tell us it's a new-ruin.
Panel 1: We start with Elly and Annie watching a blaring commercial on TV with their respective barnacle-children clinging to their sides. The announcer says "It's our big, big back-to-school bargain blitz!! Everything, yes, EVERYTHING you need for back-to-school is here at at Hinkley's Handy Haven!"
Panel 2: We change to a side view of Elly and Annie as our friendly announcer yells "For one-stop shoppin', get hoppin'! Got kids? Bring'em! Got the munchies? Eat here! Fast! Fun! Friendly! Find it all at Hinkley's Handy Haven!"
Panel 3: We next look over their shoulders as the grinning mutant on the TV says "We slice prices! We give you deals! Top Brands, labels -- You name it, we got it for LESS!! Yes! Come on into Hinkley's Handy Haven!"
Panel 4: Elly says that she never shops there and Annie asks why.
Panel 5: Elly says it's because she hates their advertising.
Summary: This means that she'd rather pay a little extra to avoid a mental association with a screaming pitchman; that sounds almost reasonable until you remember that she simply wants to avoid being thought of as a low-brow.
