Here's a break down for those that don't want to look ... It's the dogs. Elly. And water. In and out throughout the day. Personally, I think anywhere else this would be animal abuse. I can see this being an episode of Animal Cops on Animal Planet. "Oo this is disgusting, the dogs have no water outside. Where are the owners?" What do you bet April would be blamed?
