Panel 1: Phil explains his absence for the last two years as being the end result of his career taking u[ so much of his time that he doesn't really know how many nieces he has now and not Lynn's insane vendetta against anyone who questioned her need to hijack a funeral so she can kick the corpse.
Panel 2: He then says that he and Ineptly Nicknamed Georgia have been fixing up their house. It's a great place but the neighbor's dog barks all night and drives everyone crazy.
Panel 3: When John asks if he's spoken to the owner, Phil says that he did but didn't get results.
Panel 4: He then says that he should have talked to the dog as it seemed more intelligent.
Summary: The moral of this story is that just as other people and their goals are a problem while the Pattersons and their goals are good, it's only someone else's dog that is a nuisance. (Well, that or what Garak would take away from the resolution: "Always ask what someone intends to do with a bribe.")
