Lynn uses Liz as a means of criticizing her children about the studied slobby dressing that drives her bonkers.

Panel 1: As Elly asks Elizabeth if she's ready yet, we see her arrange her hair in a way that appeals to her in that it looks as if she just got out of bed.

Panel 2: When told that she's going to miss her bus, we see Liz carefully dressing herself in such a manner that it looks as if she was in a rush or something.

Panel 3: When told to hurry up or else Elly will be late for work, Liz gets all irritated and says that she's coming.

Panel 4: Contrasting her huffy musing that Mom knows that it takes time for her to look right with the fact that she looks as if she slept in her clothes is meant to be mildly comic.

Summary: It's also meant to appeal to parents who say "My kid dresses like that and she doesn't realize (or notice or care) that I get blamed for it either."
