Today's strip has Elly confound a civil servant by making sure that he puts her parking ticket in the right place so that she can continue shopping without having people think that she's both double-parked AND a slob.

Panel 1: We find Elly walking down a downtown street carrying a package in her arms.

Panel 2: Suddenly, something she sees makes her gasp audibly.

Panel 3: That "something" is a parking enforcement officer (who I'll call "Officer Bob") putting a parking ticket on her windshield just as her meter expires. As he does so, Elly rushes over and tells her that she's on her way.

Panel 4: She starts to explain that she was only a few seconds late before the meter ran out.

Panel 5: Bob indulges in some sort of stupid fantasy that he's Joe Friday when he gets all high and mighty about how her being illegally parked means he can't sympathize with her.

Panel 6: He then huffs and puffs about how if he had any sort of give in him, people would be parking for free all over the place.

Panel 7: She then asks him if the ticket goes under the windshield. He says it does.

Panel 8: Having noticed that she's walking off, he asks where she thinks she's going.

Panel 9: When told that she's going to continue shopping as if a parking ticket isn't the end of the world, Bob stands there like a pole-axed ewe.

Summary: The point of this seems to be that Elly is deliberately thwarting this petty cog in the machinery's pretense that he's some sort of unassailable authority figure. Also, if there are notes, she'll pretend she's British and call the man a traffic warden. Never mind that he's called a bylaw enforcement officer, she's gotta pretend that she's British to the bootheels, the big jerk.
