The man at the pound tells Elly that the guy who had Farley picked up did so because he whizzed on his snow sculpture.

Panel 1: Having arrived at the Animal Shelter, Elly is vaguely disturbed to be told that the reason Farley got picked up is that he meets the criteria for a stray dog: running around at large without a license.

Panel 2: Tim at Animal Control tells her that she's just lucky that he talked the guy who narked on Farley out of adding in willful damage to private property.

Panel 3: Dim Elly asks what family-hating, dog-informing-on monster neighbor would do that to poor he....Farley.

Panel 4: Tim exits the strip by telling her to talk to the man with the snow sculpture.

Summary: Heh. Elly should consider herself lucky she didn't have more people showing up trying to make her deal with a canine paternity suit.
