Our first look at Brad has him laughing at Mike's dumb ass after our hero tries to sneak some of his Halloween candy in class.

(Strip Number 4386, Original Publication Date, 10 November 1983)

Panel 1: We start things off with Mike trying to sneak a candy when he's supposed to be paying attention to his teacher. Said woman demonstrates a grasp of the amazingly obvious by stating that someone is eating candy.

Panel 2: She then tells Mike that he knows the penalty for eating in class; as he's told that five minutes have been shaved off of his recess for being an idiot, a boy with a crew-cut (in a week's time, we'll find out that his name is "Brad Luggsworth") laughs at the future saviour of Canadian literature.

Panel 3: Since Lynn is stealing frompaying tribute to Schulz today, Mike's despair is signified by his thought-bubbling the word "GLOOM!!"

Panel 4: He then wonders why, if there are so many smart people in the world, that no one has thought to invent a silent candy wrapper.

Summary: Possibly because no one sees the need to make life easier for stupid little children who think that the rules don't apply to them. Five bucks says that we'll have a Lynnsight that bitches about the unfairness of rules meant to keep Lynn acting like a psycho bitch-queen to her classmates and teachers so should prepare ourselves for the settling of old, oooold scores.
