We come to the home stretch of the arc when Phil asks Elly the very stupid question of how long he's supposed to be her kid brother. The very stupid answer is when Elly learns to let go of the past.

Panel 1: We come to the home stretch of the argument with Phil finding it impossible to believe that Elly is still cheesed off about all of the stupid crap that happened to them growing up.

Panel 2: As John and Georgia look on, he reminds her that she still rants about when he broke her walking doll and the time he charged his buddies a nickel to watch her dress.

Panel 3: He goes on to say that it's years since they lived at home and for gosh sakes, he's almost thirty-three.

Panel 4: He then asks a question he won't like the answer to: "Just how long am I going to be your little brother?"

Summary: The reason why he won't like it is that her answer will be "When the scales balance in my favor and not one second before." (Hint: Since the Settlepocalypse was meant to be Elly finally triumphing over a world that wouldn't let her express herself, it's probably only been in the last four years that she stopped describing him as her kid brother.)
