Panel 1: As Liz puts on a backpack, Mike asks her where she's going because it is clearly his plan to shove April in her arms and spend the night free to do what he wants. She tells him that she's staying over at Dawn's because they're doing a science project.
Panel 2: His reaction to having to do something around the house without being able to make someone else do it for him is one of hostility and disbelief; this is signalled by his asking Elly "Oh, come on! You mean I hafta baby-sit all by myself?" in a manner that suggests that he's being asked to bail out Lake Ontario with a thimble. Instead of calling him on it, Elly merely tells him that he'll be fine.
Panel 3: She then hands him a card with a phone number on it and says that's the number of the restaurant she and John are going to before explaining that Annie (she should say "Mrs Nichols" because a kid shouldn't call an adult by his first name or be encouraged to) is right next door and they left him a few instructions.
Panel 4: Since Elly remembers that she had to bail him out the first time he sat for someone, Mike stands there gob-smacked when she hands him a sheaf of paper with detailed instructions about how to burp and feed April like he's a big dummy who has to be micromanaged.
Summary: This is meant to reassure him by telling him how to ask for help if he needs it. Reading ahead to Saturday tells us that he does not avail himself of these escape options because he's too bust feeling sorry for himself and also because he's too proud to be smart.
