Panel 1: A few seconds after deciding that there isn't much to do that isn't watching the great show he's missing, Mike tells the other boys assembled on the Pattersons' back porch that he's bored, bored, bored because everything's like totally dull around here. Elly would probably deny that because knowing her, she finds frantically sweeping porches the most thrilling thing ever.
Panel 2: He then sets up the virtue signaling we're going to end up absorbing by pointing out that on television, he sees that there are places in this world where wars, demonstrations and riots taking place and where boys their age are firing rocks, carrying flags and yelling at soldiers.
Panel 3: He makes the mistake of asking what the four of them would be doing if they were living in one of those places.
Panel 4: Brian makes Mike's eyes bug out in confusion when he says that they'd probably be wishing that nothing was going on.
Summary: While I can agree that they probably would be wishing that nothing much was going on, making a problem hair/refugee in a war zone speech is kind of a dick move to pull on someone because he feels as if there's nothing to do. Besides, Mike will have plenty to do when he helps out with being shitty and brainless pet owners.
