Farley is displeased because Elly's idea of giving him the attention he wants consists of brushing him; this is probably because Elly never bothered learning that other entities feel pain.

Panel 1: Having realized that Farley is acting up because he has nothing to do, Elly gets all smiley and sappy when she asks him if his trouble that he's bored.

Panel 2: She continues on asking "He wants some atttention, does he? No one to play with? Nothing to do?" as they walk down the hallway.

Panel 3: We see a doggie 'smile' on his face when she tells him that she's going to this puppy lots of love and attention.

Panel 4: His mood sours when 'love and attention' turns out to be brushing out his fur. This is because he remembers that when the loud creature doesn't know her own strength.

Summary: Since the Pattersons don't bother with a boring thing like supervising him and since Mike is kind of stupid in choosing where they go, she'll have plenty of opportunity to yank at his coat because it's loaded with burrs and other debris.
