Panel 1: As an angered Mike hauls away a steaming can of garbage that isn't a copy of Stained Session, Bob tells him that he's got one more day of KP before he's a free man.
Panel 2: Mike reacts to being punished by growling about how unfair it is that he's the only one who gets into trouble despite everyone doing stuff (mostly because he doesn't want to admit that not everyone does stupid stuff like he does).
Panel 3: He reminds us that he's somewhat theatrical when he asks why, why, WHY is it always him that suffers while people with the brains to stay out of trouble's way don't. (Given who Mike is, he probably expects that he should be rewarded for his cleverness and daring while everyone else writhes in agony for his viewing pleasure because he sure doesn't seem to give two shits about the girls he'd have leered at.)
Panel 4: We find out why he suffers when Random Jerk Kid comes up to him and asks if he wants to help swipe Arnie Feldman's sleeping bag and he's only too eager to do something dumb again.
Summary: The reason Michael suffers so much is that he thinks that this time, he won't get caught and this time, he won't have to deal with anything cruel and horrible like a consequence and this time, they won't treat him like a boring, ordinary person or ask him to think about potential victims.
