It would seem that the school district was so ill-prepared for a power outage that their emergency plan consists not of 'preemptively shutting down school' but of 'sending a flunky to a 7-Eleven to buy bread and peanut butter for 1500.'

Panel 1: We find Mr Warren at a grocery store only to be told that since the power's out, they're closed.

Panel 2: Warren knows this but still asks the man if he can sell them enough peanut butter and bread to make sandwiches for the students.

Panel 3: The man says that maybe this can happen before asking how many people he's buying for.

Panel 4: He's gobsmacked when Warren tells him 'fifteen hundred.'

Summary: This sort of crap is why they close schools in advance. Most school boards would rather not have to risk the mess we're watching now but would prefer to err on the side of caution.
