Panel 1: We find John using a snowblower that Farley is angrily barking at.
Panel 2: Since John is as smart as he is nice, he doesn't get someone to walk Farley so he can use the machine with the whining motor that drives the poor creature nuts in peace.
Panel 3: Farley continues to bark at the snowblower and John continues to resent that because he's a thickie.
Panel 4: Having been buried in snow by a douchebag for a stupid reason, Farley's response is a muffled sound of confusion.
Summary: At no point are we meant to sympathize with the dog or admit that noisy motors drive dogs nuts because dogs are stupid and filthy and ridiculous.
