Panel 1: As they have their coffee, Elly asks Anne whether she considers herself to be in love. Annie's response is that she guesses she is.
Panel 2: The problem is that after ten years of marriage and three children, there isn't a lot to jump up and down about like Mrs B is doing.
Panel 3: It seems to her that if you're not falling in love or breaking up, you're just taking each other for granted.
Panel 4: She sums up how that feels by saying love has become nothing more than a dial tone hum.
Summary: As we know, she sits around and mopes about the dial tone. As we also know (but she doesn't), Steve tries to get more than a dial tone. Also, I think that this written before she had the bio that had Annie dismissively sniff about how impractical Steve was to actually want to just take off for a weekend every so often to keep the flame alive written.
