Panel 1: As he stands there waiting for the wedding procession to come down the aisle, we find ourselves watching Phil still stuck in safe mode because he's paralysed by fear of making the wrong choice and doing wrong by Georgia and having to kill himself to atone for it.
Panel 2: His best man tells him to turn around and face his bride.
Panel 3: When he finally sees Georgia in her finery, the doubt that's crippled him since last November visibly evaporates.
Panel 4: This occasions the both of them thought-bubbling that they're doing the right thing.
Summary: It sure took him long enough to admit it. It also doesn't seem to have occurred to him that she had her doubts too. Hmmm. This means that they communicate nearly as well as John and Elly.
