Panel 1: We find ourselves at Town Hall watching Councilman Radcliffe tell Elly that he cannot give her a definite answer on the Old Town Hall project until after it goes to a committee.
Panel 2: Said committee will weigh the pros and cons, devise a cost estimate and perform a feasibility study.
Panel 3: She reminds him that her group was been waiting since June to see if they're going to have a theater to perform in next year before asking who's on this committee.
Panel 4: He says that this has yet to be decided by a different committee.
Summary: Civic governance is never pretty, is it? The need to cover one's ass when barbarians from the outer reaches like Elly show up tends to cause them to circle bureaucratic wagons so as to deflect people who can't see that majority rule means that someone has to give up something.
