Panel 2: It's taken patience and perseverance but he considers his program a success.
Panel 3: Since he's not used to being all tethered up, Farley is outside in the yard howling.
Panel 4: Mike makes a bad pun about how John's "success" is howling.
Summary: The subtle-as-a-mallet-to-the-head subtext is that since Farley isn't being quiet like he 'knows' he has to be, he's too stupid to train so people who say unfair and cruel things about how they have to keep on training him for the rest of his life so he doesn't forget what he's been taught can kindly go away.
