Panel 1: We start things off with Mike and Lawrence talking about the mess the future savior of Canadian literature has landed himself in. Since he has the memory of a goldfish and can't connect his flicking the eraser at Brad with the beating he took, he wonders why the larger boy is 'always' picking on him before asking if he has a neon sign saying 'Punch Here' on his face.
Panel 2: Lawrence speculates that just maybe, Mike just kinda looks like a sucker.
Panel 3: Michael's response to being told that he wanders around looking like he needs to get hit in the head is to yell "Thanks a lot, FRIEND!!"
Summary: There are as many reasons that the Mikes of the world get terrorized as there are larger, angrier, more aggressive children to terrorize Mikes. Specifying just one depends on the context in which the bullying takes place.
