Panel 1: We start things off with a frantic Mike waving his upraised right arm in the air and thought-bubbling "Oooohhhhh, ME!! Ask ME!!" in response to his teacher's asking the class "Who can tell me something or other?"
Panel 2: He continues to franticly thought-bubble "Ask me, Teacher, PLEEEEEEEEEEEASE ask ME!!" and wave his arm in the air.
Panel 3: His repeating the word "ME!!" leads to his teacher actually asking him.
Panel 4: The trouble is that he was so busy trying to call attention to himself that he forgot the question.
Summary: While this has happened to someone at some point (probably Lynn as the notes will no doubt attest), it seems clear that this is designed to elicit a response that refers to Lynn as a mastermind genius observer of the human condition. It should be noted that Teacher's future refusal to call on the forgetful, disruptive child with the dentist father and crazy mother makes our boy so frustrated, he antagonizes the boy with the crew-cut.
