Panel 1: We find ourselves back at the veterinary clinic; as the kids play with Farley, the veterinarian tells Elly that he's a little slow but otherwise fine.
Panel 2: Elly asks him what she can do to make sure that this doesn't happen again.
Panel 3: The man says that she has two choices. First, she can make sure that he stays on their property.
Panel 4: Second, she can ask her neighbours to put out better quality garbage.
Summary: What happens is, weeeeellllll, the second thing, more or less. Time and again, Elly's tendency to ignore precautions because they don't work perfectly causes him to wander off their property. Eventually, it kills him.
